Nothing new here General... Just another tabloid piece of reporting to generate interest and controversy in the web site. You know these days they'll let almost anyone write things on the internet and try to pass it off as gospel.

Typically, they put up a headline designed to incite or sensationalize, as this one does, and then they extract quotes out of context. Notice the author's name...
Also, the text surrounding the quotes may state inaccurate things as well, for example here, it says: 'accused the Spaniard of using more time during injury break.' He actually never said this.
Federer did make those statements as part of an interview in response to questions asked. He didn't just come out of the blue and say these things.
When one reads the actual interview, Federer is responding to the questions and commenting honestly. He uses Nadal as an example, but actually says he is doing better than in the past, where he and many other top players have rarely been called for time violations. His commentary is more focused on the umpires lack of enforcing the rules. The players may get warnings occasionally, but rarely violations. As he said, you either don't have rules and let the players do what they want, or umpires should make the call against whomever, whether it is on an outside court or center court, and be consistent.
I see nothing wrong in what he said in the context he said it in. But if one simply reads this article, it's easy to be misled.
Oh, and I wouldn't say he and Rafa are
close friends. I think that is difficult to expect when competing at this level. I think they are friendly, respect each other, and keep things civil. But I doubt he is as friendly with Rafa as he is with Stan, for example. But I really shouldn't speak for them.
