There's a saying that if Hitler knew he was insane then he wouldn't have committed any crime. So yes, while it doesn't seem fair, there are lots of people out there doing all sorts of things and in their mind, they are absolutely sure they are doing the right thing.

It was the same with the terrorist guy from Norway. If he hadn't believed that he was doing the right thing, he wouldn't have killed all the innocent teenagers.
